That’s the maximum prison sentence a person, no matter how severe their crime, can serve in Norway.

  3. samsplace said: I believe that there is an exception to that wherein they can actually hold someone indefinitely after their 21 years is up if said person is still deemed a threat. It’s called farvignugen or something.
